The Section of Human Resource and Administration is responsible for ensuring that the Institution operates effectively and efficiently by the management of human resources and the provision of logistic and administrative support services.

The Section is divided into three Units namely; – Human Resource Management; Administrative Unit and Registry Unit.

  1. The Human Resource Management Unit functions include the following: –

a. Facilitating the effective management of human resources to ensure that the Institution has optimum qualified staffing levels in order to                           enhance institutional and individual performance;

b. Ensuring adherence to set standards and guidelines of Human Resource Policies;

c. Coordinating human resource management functions in order to enhance staff morale and productivity;

d. Ensuring timely processing of payroll inputs in order to facilitate the provision of emoluments to staff;

e. Coordinating effective utilization of the human resources to facilitate the smooth conduct of business and for the attainment of the                                  department’s objectives;

f. Coordinating performance management through the implementation of the appraisal system (APAS) in order to monitor, evaluate and                            enhance staff performance.

 2. Administrative Unit functions include: –

a. Facilitating timely provision of administrative and other logistical support services to ensure that the Institution operates in a safe and                             conducive environment in order to facilitate implementation and attainment of the Institution’s Strategic Objectives.

 3. Registry Unit functions include the following: –

a. Effective management of incoming and outgoing mail;

b. Ensuring proper classification of correspondence, security of information and disposal of records.

Procurement Unit
The Procurement Unit is responsible for procurement, storage and distribution of goods, services, and works for the efficient functioning of the Center as well as all ICT service support units in the government. The Unit also develops the Center’s procurement plan, review and endorse ICT related procurement plans developed in the Ministries. The Unit maintains effective linkages with all the Directorates and service support units in order to ensure timely acquisition of goods and services. The Unit is headed by a Senior Purchasing and Supplies Officer who directly reports to the National Coordinator on administrative matters and to the Head of Procurement at Cabinet Office on technical matters. The Senior Procurement Officer is responsible for the Procurement Officer.

 Accounts Unit

The is headed by a Senior Accountant Officer who directly reports to the National Coordinator on administrative matters. The Senior Accountant is assisted by One (1) Accountant (I) and one (1) Assistant Accountant.
