Human Resource and Administration

It is recommended that a Human Resources and Administration be created in the Centre of Excellence for e-Government and ICT which will exist to promote professionalism in the management of human resources and provision of support services. In this regard, the role of the unit shall be to manage and develop the human and institutional capacity of the Centre for efficient and effective delivery of services.

The Human Resource and Administration Unit shall comprise the following subunits:

  • General Administration; and
  • Human Resources Management.

General Administration Sub-Unit

The General Administration subunit will be responsible for the provision of administrative and logistical support services.

The Sub Unit shall perform the following specific functions:

  1. Office superintendence;
  2. Provision of office and staff accommodation;
  • Transport management;
  1. Provision of security services; and
  2. Provision of protocol services.

Human Resources Management Sub Unit

The Human Resources subunit is responsible for the management and development of the institution’s human resources in order to improve organizational performance. The subunit shall be headed by a Senior Human Resources Officer, who will be responsible for, 1 Human Resource Officer 1 Registry Officer.

The section shall perform the following specific functions:

  1. Recruitment and placement of staff;
  2. Payroll management and establishment control;
  • Interpretation of conditions of service;
  1. Undertaking training needs assessments;
  2. Implementation of staff Development programmes;
  3. Institutionalising performance management systems in the Service;
  • Coordination of Training Programmes;
  • Discipline and general staff welfare;
  1. Records Management; and
  2. HIV/AIDS liaison.

Procurement Unit
The Procurement Unit shall be responsible for procurement, storage and distribution of goods, services and works for the efficient functioning of the Centre as well as all ICT service support units in the government. The Unit shall also develop the Centre’s procurement plan, review and endorse ICT related procurement plans developed in the Ministries. The Unit shall maintain effective linkages with all the Directorates and service support units in order to ensure timely acquisition of goods and services. The Unit shall be headed by a Senior Purchasing and Supplies Officer who shall directly report to the National Coordinator on administrative matters and to the Head of Procurement at Cabinet Office on technical matters. The Senior Procurement Officer shall be responsible for one (1) Procurement Officer.

 Accounts Unit

The Unit shall be headed by a Senior Accountant Officer who shall directly report to the National Coordinator on administrative matters. The Senior Accountant shall be assisted by One (1) Accountant (I) and one (1) Assistant Accountant.
