‎CHINYAMA: DIGITISATION KEY TO SEALING REVENUE LOOPHOLES IN LOCAL AUTHORITIES

‎CHINSALI, May 11th 2026 – SMART Zambia Institute National Coordinator, Mr. Percy Chinyama, says digitisation is key to sealing revenue loopholes and improving accountability in local authorities.

Mr. Chinyama said this after a successful meeting with Chinsali Municipal Council management to assess the deployment of e-government systems and ICT infrastructure at the local authority.

‎SMART Zambia Institute recently deployed 13 laptops, 3 desktop computers, the Government Wide Area Network (GWAN), the Electronic Council payment system, the Community Development Management Information System (CDF-MIS), and other applications at Chinsali Municipal Council.

‎“It is clear that Chinsali Municipal Council has started using digital systems for their expenditure and revenue monitoring. Digitisation is not just about sitting on a computer but creating a rich source of data to make decisions,” Mr. Chinyama said.

‎He noted that a comprehensive system is needed to marry expenditure, revenue, payroll, asset management, and all council operations.

‎“We are coming from an era where everything was done on paper. Now we are going digital. Digitisation seals loopholes, reduces mischief, and accounts for funds coming in and going out,” he added.

‎Meanwhile, Chinsali Municipal Council Director of Finance, Mr. Isaiah Mukuta, thanked SMART Zambia for the support, noting that the council is now fully connected to the internet and paying clients online instead of using cheques.

‎“The CDF Information Management System is in place. We can now access information anytime. This is just the start of an integrated platform that will reduce our workload,” Mr. Mukuta said.
