REQUEST FOR COMPETING PROPOSALS FOR THE ESTABLISHMENT OF A MOBILE VIRTUAL NETWORK OPERATOR (MVNO) SERVICE FOR THE E-GOVERNMENT DIVISION THROUGH PUBLIC PRIVATE PARTNERSHIP

Background and Introduction

The E-Government Division is public body established under the Electronic Government Act No. 41 of 2021 to provide services between Government and Government (G2G), Government and Business (G2B) and Government and Citizens (G2Z). Its main mandate, among other things, is to manage and promote electronic Government services and processes; facilitate access to electronic Government services to improve service delivery; and enhance citizens access to Government services. It also coordinates e-government and information and communication technology matters in public bodies.

The E-Government Division has been implementing the Digital Transformation Strategy which seeks to digitalise all government services and align Zambia with the digital revolution. The specific objectives of the Strategy are to:
