Department of Systems Development and Support

The Directorate spearheads the development, implementing, supporting and maintenance of appropriate Management Information Systems for MPSAs in order to leverage operations of the EGovernment agenda.

The specific functions of the Systems Development and Support Directorate are as follows:

  1. Conduct feasibility studies and business requirements Specification for ICT systems
  2. Design, develop, acquire and manage ICT systems to promote innovations and efficient service delivery
  3. Design, develop, acquire and manage database systems ensuring highest levels of data security, integrity and availability
  4. Carry out periodic user needs assessments in order to identify manual processes and procedures and facilitate automation and systems development
  5. Provide seamless technical support to acquired in-house developed systems to ensure high availability of the systems to users
  6. Re-engineer and computerize business processes
  7. Carry out system documentations, systems inventory and software tuning to ensure business continuity.

The Directorate is headed by a Director who is assisted by one (1) Assistant Director – Database Management, one (1) Assistant Director – Systems Development  and one Assistant Director – Business Applications. The departments are broken into three Sections as follows:

  • Systems Development
  • Business Application
  • Database Management

 Systems Development Section

The Section is responsible for designing, developing, implementing and maintaining Information Systems according to user-requirements and facilitate the provision of e-services.

The specific functions of the Systems Development Section are as follows:

  1. Carry out user requirement assessments in order to ascertain customer needs and facilitate development of appropriate applications
  2. Oversee the design, development and implementation of computer information systems in MPSAs.
  3. Customize software programs and applications to specific user requirements in order to facilitate continuous system improvement
  4. Maintain and upgrade existing information systems to ensure operational integrity and availability
  5. Develop and enhance existing mobile applications in order to increase access to e-services
  6. Facilitate technical training in relevant computer programming languages in order to enhance individual capacities and performance
  7. Develop and implement software interfaces in order to facilitate data sharing between systems
  8. Perform post implementation reviews of software applications in order to confirm attainment of intended outcomes
  9. Document application system processes, structures and functionality in order to aid future troubleshooting and system maintenance

The Section is headed by an Assistant Director who is assisted by one (1) Principal System Developer and one (1) Principal Application Administrator.

Business Applications Section

The Section provides high quality operational and technical support for managing information systems to ensure continuity of business functions. The section is also responsible for fixing application and system problems, or any incident that is disrupting the application service that MPSAs users depend on.Business Applications Section

The specific functions of the Business Application Section are as follows:

  1. Installation and configuration of ICT Business Applications
  2. Provide guidance and support for application users to ensure that the business application systems in the public service are maintained to the highest possible standard with maximum levels of attainable productivity and efficiency.
  3. Provide support for application configuration and upgrades, and problem analysis and resolution for application problems, in conjunction with the users and external application or service suppliers where necessary.
  4. Undertake application problem analysis and resolution for application problems in conjunction with the users and application suppliers.
  5. Assist with implementation of ICT application projects. Provide technical input where required.
  6. Examine application functionality and performance and provide information about how it can be improved.
  7. Analyse data from systems and produce technical and business reports for consumption by departmental managers.
  8. Directly provide user training and training materials.
  9. Maintain inter system interfaces, manage data exports and imports, and ensure their smooth running where required.

The Section is headed by an Assistant Director who is assisted by one (1) Principal System Developer and one (1) Principal Application Administrator.

Systems Administration and Support Section

The Section provides technical support, and maintains accurate documentation on the various ICT systems in order to facilitate seamless user access to e-services. The Section shall also design, develop and maintain database systems for performance integrity and security in order to facilitate inter-operability of systems for e-services.Database Management Section

The specific functions of the Systems Administration and Support Section are as follows:

  1. Coordinate and align systems specifications with user objectives in order to ensure their availability and business continuity
  2. Identify possible software gaps based on user needs and observation for improved performance
  3. Study and document work flows, procedures and processes in order to ensure business continuity
  4. Determine system information and personnel requirements in order to facilitate development and acquisition of appropriate systems.
  5. Install, configure, upgrade, troubleshoot, and repair computer applications in order to facilitate smooth provision of e-services
  6. Provide support and training on various software applications in order to build capacity of end users
  7. Review, modify and implement system maintenance in order to improve system efficiency and performance
  8. Study and document work flows, procedures and processes in order to ensure business continuity
  9. Determine system information and personnel requirements in order to facilitate development and acquisition of appropriate systems
  10. Design, develop and maintain databases in order to facilitate the storage and retrieval of data
  11. Create and Maintain national data warehouse in order to provide the central repository for citizen information
  12. Supervise data conversion exercises in order to facilitate the transfer of data from different formats
  13. Design and implement contingency procedures to ensure high availability of applications
  14. Monitor database performance in order to manage essential parameters (indicators) and optimize functionality
  15. Document database system, processes, structures and functionality in order to aid future troubleshooting and system maintenance.

This Section is headed by an Assistant Director – Database Management who is assisted by one (1) Principal Database Administrator and one (1) Principal Database Security Administrator.
